Sajjan Singh Yadav to Take Over as Jammu & Kashmir Chief Secretary on November 1
SRINAGAR, October 24, 2026 [VoM News]: The Union Ministry of Home Affairs (MHA) has appointed 1995-batch IAS officer Sajjan Singh Yadav as the next Chief Secretary of Jammu and Kashmir. He will take charge on November 1, succeeding Atal Dulloo, who retires on October 31.
Yadav, an officer of the AGMUT cadre, is being transferred from Delhi to Jammu and Kashmir under an order issued by the MHA.
“With the approval of the competent authority, Dr Sajjan Singh Yadav is hereby transferred from Delhi to Jammu and Kashmir as Chief Secretary, Jammu and Kashmir, w.e.f. from 01.11.2026 or from the date of joining, whichever is later,” the order states.
His appointment comes as Dulloo, a 1989-batch IAS officer, prepares to complete his tenure as the Union Territory’s top civil servant.
As Chief Secretary, Yadav will head the administrative machinery of Jammu and Kashmir and coordinate the work of government departments on policy implementation and governance.
The MHA order makes clear that his appointment will take effect from November 1 or the date he formally joins, whichever is later.
The change marks a transition in the Union Territory’s senior administrative leadership, with Yadav set to assume the role following Dulloo’s retirement.
