46 Manipur Militants Surrender With 20 Weapons, Government Promises Rehabilitation

IMPHAL, August 18, 2026 [VoM News]: Forty-six militants, including four women cadres of the proscribed Kangleipak Communist Party-Taibanganba faction, surrendered before the Manipur government on Tuesday and handed over 20 weapons.

The surrender took place during a “Homecoming Ceremony” at the 1st Manipur Rifles Parade Ground in Imphal. It followed Chief Minister Yumnam Khemchand Singh’s Aug. 12 announcement of a 15-day deadline for surrendering illegal weapons.

Addressing the event, Khemchand Singh said the violence that began in Manipur on May 3, 2023, may have pushed some people towards armed groups. He said weapons had not brought peace and assured the surrendered cadres of government support to return to normal life.

Under the Revised Surrender-cum-Rehabilitation Policy, 2018, each surrendered cadre will receive a monthly stipend of up to Rs 6,000 for 36 months and a fixed deposit grant of Rs 4 lakh. The government will also provide skill training to help them find sustainable livelihoods.

Director General of Police Mukesh Singh said those genuinely abandoning violence would be supported through the legal surrender, verification and rehabilitation process.

A surrender agreement was signed between the government and the KCP-Taibanganba faction. The weapons handed over included INSAS rifles, RPGs, mortars, pistols, revolvers and grenades.

The latest surrender is part of renewed efforts to bring insurgents back into the mainstream through dialogue and rehabilitation. A similar ceremony for 46 KCP cadres was held in Imphal on July 21.
