“150 Million Users Punished,” Says Telegram Founder Pavel Durov After Authorities Impose Restrictions Over NEET Paper Leak Concerns

New Delhi, June 18, 2026 [VoM News]: Following restrictions imposed on the messaging platform [Telegram] over concerns related to the alleged spread of leaked examination material, Telegram founder Pavel Durov criticised the move, calling it unfair to ordinary users.

In a post on [X], Durov said the temporary restriction amounted to a collective punishment that affected more than 150 million users. He argued that the move disrupted communication for students, professionals, and businesses, while those involved in examination fraud could simply shift their activities to other platforms.

The Internet Freedom Foundation objects to the directions announced today in the National Testing Agency’s press release on action against the Telegram platform.

The restrictions were reportedly introduced after authorities raised concerns over Telegram channels allegedly claiming to offer leaked NEET question papers in exchange for money.

According to the National Testing Agency (NTA), several groups operating on the platform were found promoting fraudulent schemes and misleading candidates by promising access to examination papers.

The NTA has maintained that no question paper is available outside the secured examination process and has warned students against falling victim to such scams.

Officials said the temporary restrictions were aimed at maintaining the integrity of the examination process.

However, the move has also sparked debate, with critics questioning whether restricting a single platform is an effective way to tackle examination fraud, given that similar activities can potentially take place across multiple online platforms.
