Vijay Kumar Appointed as ADGP (Law and Order) After Remarkable Tenure
A Journey of Excellence in Law Enforcement
Prominent Achievements Under Vijay Kumar’s Command
Vijay Kumar, a distinguished 1997-batch Indian Police Service (IPS) officer, assumed the role of Additional Director General of Police (Law and Order) on Wednesday, marking a pivotal moment in his illustrious career. This appointment followed his commendable tenure as the Inspector General of Police (Kashmir Range), a role he held for nearly four years.
A New Role and a Special Provision
The position of ADGP (Law and Order) was created for a two-year term, necessitating special provisions within the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre rules. This new role reflects the importance of maintaining law and order in the region.

A Transition in Leadership
Senior IPS officer V K Birdhi was appointed as the new Inspector General of Police (Kashmir Range) on Tuesday, succeeding Kumar. Vijay Kumar had held this position since December 2019, following his premature repatriation from central deputation.
Navigating Through Turbulent Times
Vijay Kumar’s tenure in Kashmir coincided with the abrogation of Article 370 of the Constitution and the division of Jammu and Kashmir into Union Territories in August 2019. This period marked a significant shift in the region’s political landscape.
Transforming Security in the Valley
Kumar’s leadership in Kashmir was marked by transformative measures in enhancing security. He successfully put an end to separatist-sponsored street violence and strike culture, which had been pervasive in the militancy-prone region for the past three decades.
A Rich Anti-Insurgency Background
With a vast experience in anti-insurgency operations, Kumar has held various critical positions, including Sub-Divisional Police Officer of Ganderbal, Superintendent of Police in multiple areas, and Deputy Inspector General of Police in South Kashmir. His expertise and experience have been instrumental in his success.
Multifaceted Contributions
Kumar’s leadership led to several notable accomplishments, including introducing new funeral and burial arrangements for slain terrorists, overseeing the first-ever District Development Council (DDC) election, and effectively managing the COVID-19 lockdown.
Milestones in Law Enforcement
Kumar’s tenure was marked by a significant reduction in civilian casualties during law and order situations, minimal collateral damage during encounters, and a dramatic decline in youth recruitment into terrorism.
Beyond Policing: Facilitating Events
Vijay Kumar’s contributions extended beyond security management. He successfully oversaw events like the G20 Tourism Working Group Meeting, Amarnath Yatra, Muharram processions, and the ‘Bharat Jodo Yatra’ by the Congress.
A Strong Focus on Investigations
Under his leadership, 1,395 cases related to the Unlawful Activities (Prevention) Act were resolved, with an impressive 87% disposal rate. Furthermore, convictions in UAPA cases began to emerge from 2021, demonstrating a commitment to the rule of law.
Challenging Moments and Accountability
Kumar adeptly handled challenging situations, including post-encounter incidents in Hyderpora and Amshipura. While the former resulted in a thorough investigation, the latter was revealed as a “fake encounter” with repercussions for the individuals responsible.
Vijay Kumar’s tenure in Kashmir has left an indelible mark on the region’s security landscape, law enforcement, and accountability. His leadership will continue to be a source of inspiration for the future of policing in the region.
