US Ambassador Advocates for AI Regulatory Framework in US-India Relations
US Ambassador to India, Eric Garcetti, emphasized the importance of developing a regulatory framework for artificial intelligence (AI) during a session organized by the Observer Research Foundation. Highlighting the potential risks associated with AI, Mr. Garcetti urged for “deeper conversations” between New Delhi and Washington to establish a cooperative approach in managing AI technologies, viewing it as a critical component of the “multiplicative relationship” between the two democracies.
The Need for Proactive Measures in AI Regulation
Mr. Garcetti stressed the urgency of staying ahead in the AI domain to prevent catastrophic consequences. He acknowledged ongoing discussions with India on the topic, though no formal proposal has been presented by either nation. This proactive stance aligns with US President Joe Biden’s approach, who recently issued an executive order requiring AI manufacturers to provide assessments of vulnerabilities, data used for training and testing AI, and performance measurements.
Artificial Intelligence: A Key Focus in India-US Dialogue
The recent India-US 2+2 dialogue saw important steps towards strengthening the defence partnership, with a focus on accelerating initiatives like the US-India roadmap in industrial cooperation and defence. Mr. Garcetti underscored the significance of deepening the AI conversation as part of this partnership, suggesting that collaboration in emerging domains extends beyond military hardware to operational strategies.
Beyond Military Cooperation: Science and Technology Partnerships
Mr. Garcetti also highlighted the need for India and the US to expand their cooperation into science and technology. He advocated for harnessing technology for global benefit, as opposed to developments that could be divisive or harmful. This perspective is reflective of the broader goals discussed in the 2+2 Dialogue, where both nations expressed their commitment to promoting a rules-based international order and safeguarding a free, open, and inclusive Indo-Pacific region through various initiatives, including the QUAD alliance and other global issues.
