LG-Sinha Reviews Livelihood Generation Scheme Implementation
Lieutenant Governor Manoj Sinha led a comprehensive meeting focused on skill development, entrepreneurship, and labour welfare. The gathering included key officials from the Department of Skill Development, Department of Labour & Employment, and Mission Youth.
The discussions covered integrating skill development schemes, strategies for boosting employment through entrepreneurship, and identifying skill gaps. The Lt Governor stressed the importance of upskilling and reskilling the workforce to meet industry demands. He emphasized a unified government approach to skill development and supporting emerging entrepreneurs.

Furthermore, the Lt Governor highlighted the need to enhance protections for workers, especially those in the informal sector, ensuring fair wages, social security, and healthcare. He urged departments to simplify the registration process for unemployed youth and enhance local youth’s employability in development projects. Additionally, he encouraged unorganized workers to register on the e-Shram portal.
The meeting also reviewed the progress of initiatives like job fairs, the e-Shram Portal, Ease of Doing Business, and digital platforms such as the Common Skilling Dashboard and J&K Youth and Skill mobile application.
Attendees included Sh Rajeev Rai Bhatnagar, Advisor to Lt Governor; Sh Atal Dulloo, Chief Secretary; Dr Mandeep Kumar Bhandari, Principal Secretary to Lt Governor; Sh Kumar Rajeev Ranjan, Secretary of Skill Development, Labour & Employment, and CEO of Mission Youth, along with other senior officials.
