    In a significant turn of events, the Administrative Council, chaired by LG Manoj Sinha, convened on February 19, 2024, to revisit its earlier Decision dated 07-09-2023. The outcome of this meeting holds implications for the recruitment process to public services within the Government.

    Restoration of Enabling Provisions for Wait Lists

    During the session, the Administrative Council approved the reconsideration of its previous Decision and reinstated enabling provisions for the creation of wait lists in recruitment to public services. This decision marks a departure from the amendments introduced earlier, reflecting a strategic shift in approach.

    Rollback of Amendments Across Various Rules and Regulations

    The Council further decided to retract amendments introduced in the J&K Civil Services Decentralization and Recruitment Rules, 2010 (S.O 496 of 2023), J&K Appointment of Class-IV (Special Recruitment) Rules, 2020 (S.O. 497 of 2023), J&K Combined Competitive Examination Rules, 2018 (S.O.498 of 2023), as well as in the Business Regulations of JKPSC/JKSSB. This rollback extends to rules and regulations in any other department/service from the beginning.

    One-Time Exemption for Recruiting Agencies

    In a move to facilitate a smoother transition, the Administrative Council granted a one-time exemption to recruiting agencies. This exemption allows them to draw up wait lists within six months for select lists issued since the previous decision. However, this exemption is contingent on the condition that the wait list(s) are created within the validity period of the select list, and resultant vacancies due to non-joining of selected candidates have not been re-advertised.

    This decision is expected to streamline the recruitment process, ensuring timely filling of vacancies. The additional benefits include the avoidance of delays in re-referral of vacancies, a reduction in time consumed in subsequent selections, and providing candidates with the opportunity to secure employment before reaching the upper age limit.
