
Jammu and Kashmir’s CS Orders Inclusion of PSGA Timelines in All Services for Citizens’ Convenience
Empowering Citizens Through E-Services
In a recent meeting held on October 4, Chief Secretary Dr. Arun Kumar Mehta led a comprehensive review of ongoing initiatives within the IT Department. This meeting aimed to assess the progress of various digital initiatives undertaken by the department to enhance citizen services in Jammu and Kashmir.
The Proliferation of E-Services
Dr. Mehta emphasized the transformative power of e-services in improving the lives of ordinary citizens. These digital services have become a potent tool in realizing the Jammu and Kashmir administration’s vision of a “Corruption-Free J&K.” E-services have not only increased efficiency but have also introduced transparency to the functioning of government departments. These initiatives have garnered widespread appreciation for their hassle-free and transparent nature.
Towards a Citizen-Centric Approach
One of the primary goals discussed in the meeting was the achievement of 1500 e-services, ultimately reducing the need for citizens to physically visit government offices to avail benefits. Currently, 1054 e-services are available to citizens, with 20 more in development. The IT Department was tasked with organizing brainstorming sessions to expand the e-services portfolio in the region further.

Proactive Service Delivery and Innovation
Dr. Mehta introduced the concept of “Vyakti Pehchaan,” highlighting the next step in e-service evolution. This approach involves proactive identification of potential beneficiaries based on government-held data.
The shift from a citizen-initiated request model to a government-initiated service delivery model aims to provide services more efficiently.In this context, Chief Secretary urged the IT Department to earnestly pursue this vision. He also advocated for the inclusion of e-mulakat, allowing citizens to interact with government officers online during designated public hours, thereby saving both time and effort.
The meeting also covered various other topics, including the integration of Bhashini tool for voice-to-text and text-to-voice conversion with the e-office system, progress in Jeevan Pramaan for digital life certificates, and the status of Disaster Recovery Sites, Virtual Tours, NeSDA Assessment, Urban Surveillance, among others.
