India and EU Pioneer Track 1.5 Dialogue on UAS and Drone Threats
India and the European Union (EU) joined forces for the inaugural Track 1.5 dialogue in New Delhi, focusing on countering the threats posed by Unmanned Aircraft Systems (UAS) and drones. The day-long roundtable brought together experts from both regions to address growing concerns associated with the misuse of ‘off-the-shelf’ drones by extremists and non-state actors.
Deciphering the Dual Nature of Drones
Ambassador Herve Delphin of the European Union to India highlighted the dual nature of drones, acknowledging their potential for public service delivery and the risks associated with their misuse for criminal activities. The roundtable aimed to understand current and emerging threats linked to UAS technology, identifying best practices in regulatory, tactical, and investigative responses.
ESIWA Project: Strengthening Security Cooperation
The dialogue is part of the EU-India Security and Defence Cooperation (ESIWA) project, co-funded by the European Union, the German Federal Foreign Office, and the French Ministry for Europe and Foreign Affairs. This collaborative initiative focuses on counter-terrorism, crisis management, cyber security, and maritime security in the Indo-Pacific region.
EU Commission’s Drone Policy and Information Exchange
In October 2023, the EU Commission outlined its commercial drone policy, emphasizing the need for information exchange to develop a unified response against the emerging drone threat. The recent roundtable featured insights from EU’s Directorate General of Migration and Home Affairs, Spain’s Ministry of the Interior, Hungary’s national police, and the United Nations Office of Counter-Terrorism.
