
Delhi Court Orders Revision of DRI Raid Guidelines After Officers Face Charges
A Delhi metropolitan court has directed the Directorate of Revenue Intelligence (DRI) to revise its guidelines for conducting raids following the cognizance of various offences against four DRI officers. These officers are accused of crimes including abduction and abetment of suicide in a case where a suspect allegedly took his own life due to illegal detention and physical and mental abuse during a DRI raid in 2018.
According to the court’s order, the victim’s father stated that during the raid on their residence, a DRI officer pointed a revolver at the victim, and members of the raiding team slapped and mistreated them. At the DRI office, the victim could hear his son being beaten in the adjacent room. The court deemed the detention of the victim and his father without following proper procedures as an abuse of power.

The court found that the victim had been verbally and physically abused during the raid and subsequent interrogation, which severely impacted his mental state, ultimately leading to his suicide. It has directed the filing of charges against the four officers and issued summons to them.
Furthermore, the court emphasized the need for revised guidelines and procedural safeguards for agencies like the DRI and customs during raids. Among the proposed guidelines are video recording and preserving raid proceedings, allowing suspects to consult their advocates effectively, and not detaining individuals without following legal procedures. The court also recommended audio and video recording of suspect interrogations.
This case highlights the importance of maintaining accountability and protecting the rights of individuals during law enforcement operations.
