Court Disposes Iltija Javed Plea Over Passport Restrictions

The High Court of Jammu and Kashmir recently disposed of a plea filed by Iltija Javed, daughter of former Chief Minister Mehbooba Mufti, challenging travel restrictions imposed on her passport last year. The development came to light during the court hearing, where Deputy Solicitor General of India (DSGI), TM Shamsi, informed the court that the previously imposed travel restrictions had been withdrawn.

    Passport Issued with Full Validity

According to DSGI Shamsi, Iltija Javed was issued a “normal passport certificate with full validity” in August 2023. This information was presented before Justice Sanjeev Kumar during the court proceedings. The Deputy Solicitor General emphasized that the issuance of the normal passport addressed Iltija Javed’s grievance, and he submitted a communication from the Passport Officer at Srinagar dating back to August 2023.

Court’s Ruling and Disposal of Plea

In response to the submissions made, the court closed Iltija’s plea. The court stated, “From reading of the communication aforesaid, it clearly transpires that the Passport Officer has considered the request of petitioner (Iltija Javed) and in view of the fact that there is nothing adverse reported against him by CID and also having regard to age and future career of the petitioner, the passport office has issued a normal passport certificate with full validity to the petitioner.” The court concluded that there was nothing left for adjudication, rendering the petition infructuous.

    Background of Conditional Passport

The plea originated from a conditional passport previously issued to Iltija Javed, restricting her travel abroad solely to the United Arab Emirates (UAE) for the purpose of higher studies. Iltija contested these restrictions in court and raised objections to the validity period of the passport, which was initially set for two years until April 2025, whereas passports typically have a ten-year validity period. The court’s recent decision marks the resolution of this legal dispute.
