CBI Court Formally Accuses Branch Manager and Co-defendants
Special Judge CBI Srinagar SC Katal has officially levied charges against Ishtiyaq Ahmad Parray, who served as the Branch Head at JKGB Mirgund, along with Mushtaq Ahmad Wani and Ghulam Mohammad Dar under the Prevention of Corruption Act.
The prosecution asserts that Ishtiyaq Ahmad Parray, during his tenure from February 1, 2014, to June 4, 2018, as Branch Head at JKGB Mirgund, engaged in a criminal conspiracy with unidentified public servants and private individuals. Allegedly, Parray misappropriated bank funds totaling Rs 3 crore by approving car loans for non-existent borrowers based on falsified KYC and other mandatory documents.

In collaboration with Ghulam Mohammad Dar, Ishtiyaq Ahmad Parray purportedly granted dishonest car loans of Rs 5 lakh to Dar, who submitted a counterfeit/forged driving license. Parray, without proper verification of income and relying on the fraudulent license, sanctioned the car loan—a clear violation of established banking norms.
Upon scrutinizing the evidence, the court determined, “there is sufficient material on record at this stage to proceed against accused persons. Hence, prima facie case is made out for framing charges under the Prevention of Corruption Act, read with Sections 120-B, 409, 420 & 471 RPC against the accused persons.”
