Bihar Cabinet Grants Government Employee Status to Contractual Teachers; Introduces ‘Exclusive Teachers’ Rule
The Bihar cabinet has extended government employee status to approximately 3.5 lakh contractual teachers in state-run schools.
Designated as ‘exclusive teachers,’ these individuals will undergo competency exams to uphold their government employee status, according to an official announcement following the cabinet meeting chaired by Chief Minister Nitish Kumar.
S Siddharth, additional chief secretary (cabinet secretariat), explained, “Upon notification by the state government, these contractual teachers will be recognized as ‘exclusive teachers’ with the rights of government employees.
This proposal, presented by the education department, has received approval.”
He elaborated, stating, “Under the newly introduced ‘Bihar School Exclusive Teachers Rules, 2023,’ contractual teachers will obtain government employee status.
However, they must pass competency exams to retain this position.” Currently, these teachers serve in government-run schools managed by local bodies such as zila parishad, panchayat samiti, gram panchayat, nagar parishad, and nagar panchayats.
“This decision addresses the persistent demand of contractual teachers who sought government employee status for months,” Siddharth emphasized.
He also mentioned that the government would determine the agency responsible for conducting the exams and outline measures for those unable to clear the test, granting three chances to each teacher.
Additionally, the additional chief secretary clarified that ‘exclusive teachers’ under the Local Bodies Teachers Rules 2020 would be eligible upon successfully passing the competency test.
However, their salary structure will remain unaltered until they clear these examinations, aligning with Bihar Public Service Commission (BPSC) directives.
Furthermore, the new regulations provide avenues for promotion every eight years for contractual teachers, while the cabinet also ratified the latest ‘tourism policy.’
The policy aims to facilitate world-class tourism infrastructure, offer financial assistance for hospitality promotion, and support the development of tourist amenities along highways and camping sites.
