Atal Dulloo’s Repatriation Sparks Buzz for Jammu and Kashmir Chief Secretary Role
The premature repatriation of senior IAS officer Atal Dulloo suggests that he is likely to become the new Chief Secretary of Jammu and Kashmir. The current Chief Secretary, AK Mehta, is set to retire on November 30, 2023, leaving the top position in the Jammu and Kashmir administration vacant.
The Appointments Committee of the Cabinet has approved the repatriation of Shri Atal Dulloo, IAS (UT:89) Secretary, Department of Border Management, to his parent cadre based on the request of the Ministry of Home Affairs. The government order announcing this decision was issued on Monday late afternoon.
Atal Dulloo, aged 57, held the position of Financial Commissioner (Additional Chief Secretary) in the Agriculture Production Department before his second central deputation. He belongs to the 1989 batch of the erstwhile Jammu and Kashmir cadre, and his central deputation commenced on July 1, 2023.Sources suggest that Dulloo’s repatriation was recommended by individuals in the policy-making circuit.
This decision is based on the fact that he is the only local officer of his rank in contention for the Chief Secretary position. Additionally, Dulloo is one of the few officers with extensive knowledge of Jammu and Kashmir, having served in various districts before joining the civil secretariat. Except for five years, he has dedicated his entire career to Jammu and Kashmir, progressing through various positions starting as a sub-divisional magistrate in Ladakh.
The context of Dulloo’s recent repatriation harks back to August 24, 2018, when the Appointment Committee of Cabinet (ACC) approved the return of three senior IAS officers from the Jammu and Kashmir cadre to the erstwhile state from central deputation. At that time, Atal Dulloo was serving as Joint Secretary in the Department of Rural Development, Government of India.
His central deputation spanned five years, during which he worked in Rural Development as Joint Secretary. The upcoming vacancy in the Chief Secretary position now positions Dulloo as a strong contender for the crucial role.
