CEO Doda Warns Against Unauthorized Deployment of Teachers, Seeks Strict Compliance

Doda, Feb 17: The Office of the Chief Education Officer Doda has issued a circular directing teachers to immediately report to their officially designated places of posting and cautioned Drawing and Disbursing Officers (DDOs) against deploying or retaining staff without prior written approval.

According to the circular, it has come to the notice of the office that some teachers have failed to join their assigned schools despite formal orders issued in view of academic requirements. It further noted that certain DDOs have verbally deployed or retained teachers at institutions other than their sanctioned postings without obtaining approval from the CEO’s office.

The practice, the circular states, is administratively untenable and creates difficulties for the department in presenting an accurate and authentic position before higher authorities.

DDOs Asked to Ensure Attendance Portal Compliance

To streamline the system, the CEO has directed all concerned teachers to strictly join and work at their designated institutions as per official orders before the reopening of schools, in order to prevent academic loss to students.

The circular makes it clear that no teacher shall be deployed, retained, or adjusted at any other place on verbal instructions. Any such arrangement must have prior written approval from the competent authority.

DDOs have been instructed to ensure strict adherence to all orders issued by the office from time to time. They have also been directed to regularly and accurately update the School Education Department (SED) attendance portal in accordance with the official postings.

“All DDOs are directed to comply with these instructions in letter and spirit to avoid administrative action for any deviation,” the circular states, adding that responsibility will be fixed in cases of non-compliance.

Copies of the circular have been forwarded to the District Development Commissioner Doda, Director School Education Jammu, Joint Director School Education Doda-Kishtwar-Ramban (DKR) Headquarters Doda, and all Principals, Zonal Education Officers (ZEOs) and Headmasters for information and necessary action.
