India Calls for Urgent UN Reforms to Address Global Credibility Crisis
In a compelling address during the UNSC debate on October 20, India’s permanent ambassador at the UN, Ruchira Kamboj, reiterated the critical need for comprehensive reforms within the United Nations. She emphasized that the world’s inability to achieve peaceful resolutions of disputes through the global organization stems from the ineffectiveness of its core body, the UN Security Council.
Addressing the UNSC Open Debate, titled ‘Peace through Dialogue: the Contribution of Regional, Subregional and Bilateral Arrangements to the Prevention and Peaceful Resolution of Disputes,’ Kamboj called for reforms to restore the UN’s credibility. She asserted, “Unless we undertake comprehensive reforms and get this house in order, we will continue to face a continuing crisis of credibility. The New Orientation for Reformed Multilateralism, which we advocate, flows from the idea that there cannot be genuine solidarity without trust.”
UNSC Ineffectiveness Hinders Peaceful Dispute Resolution
Kamboj stressed the urgent need for UN Security Council reform, as she pointed out, “None of this would matter if we did address the elephant in the room, that we are unable to peacefully resolve disputes through the UN, because its core body, this very UN Security Council has been rendered ineffective.” She highlighted the substantial support from the Global South for expanding the council’s membership categories. “An overwhelming majority of countries from the Global South share our conviction that a reform of the UN architecture is no more a question of why, but when and how soon,” she said.
Rebuilding Trust in Multilateral Institutions and the Role of Regional Organizations
As the world grapples with a multitude of challenges, Kamboj stressed the importance of having an honest conversation on rebuilding trust in multilateral institutions. She also praised Brazil’s initiative in organizing discussions on this matter during its presidency of the Council. Kamboj acknowledged the role of bilateral agreements and regional mechanisms in resolving disputes, calling for international recognition and encouragement of such means.
Kamboj highlighted the effectiveness of regional and sub-regional organizations, particularly in Africa, in finding better solutions to conflicts. She expressed India’s support for closer collaboration between the UN and these regional entities, in line with the UN Charter.
In summary, India’s call for UN reforms to address the credibility crisis and the emphasis on the significance of regional organizations in conflict resolution underscore the need for immediate action and multilateral cooperation on these crucial global issues.
