Haryana Cabinet Approves Policy for Conversion of Residential Plots into Commercial Ones
The Haryana cabinet has given its approval to a new policy that permits the conversion of residential plots into commercial ones within planned schemes. This policy, known as the “Haryana Municipal Urban Built-Plan Reform Policy, 2023,” was recently endorsed during a cabinet meeting presided over by Chief Minister Manohar Lal Khattar.
Urban Development Needs Addressed
Chief Minister Khattar acknowledged the changing urban development landscape and the need to adapt to evolving demands. Over the years, various planned schemes, including rehabilitation and town planning, have been implemented to facilitate systematic urban development within municipal areas. These schemes were eventually handed over to municipalities for management and maintenance. However, changing circumstances have led some plot owners to seek the conversion of residential plots for non-residential purposes, which were not originally permitted. This policy aims to address the need for regulation in these conversions.
Parameters and Norms
The policy applies to planned schemes within the core areas of municipal limits, excluding sectors developed by various government bodies. It also extends to plots permitted to be subdivided under other government policies. Key parameters, such as Floor Area Ratio (FAR), ground coverage, plot height, and building lines, will remain consistent with the original residential scheme.
Application Process and Benefits
Property owners interested in converting their residential plots into commercial ones will need to follow a specific application process. This involves paying a scrutiny fee, conversion charges, development charges, and a composition fee, along with document submissions through an online portal developed by the Urban Local Bodies Department. This policy is expected to benefit both property owners and the government. Property owners can leverage economic opportunities by converting their plots for commercial use, while the government generates revenue through conversion and development charges. The policy also aims to regulate commercial activities within planned areas, contributing to better urban planning and development.
Regularization of Unauthorised Constructions
Apart from the policy for plot conversion, the cabinet has also approved a comprehensive policy for regularizing unauthorized constructions. It allows fresh permissions for constructing the first floor or basement, or both, on single-level booths, shops, and service booths allocated by municipalities or Town Improvement Trusts within municipal limits. This policy will extend across all municipalities in Haryana and specifically targets single-level booths, shops, and service booths. It facilitates the regularization of existing unauthorized constructions, including basements and first floors.
