    In a high-level Steering Committee Meeting led by Chief Secretary Atal Dulloo, senior officials from the Home, Police, and Law Departments convened to assess the implementation progress of three new criminal laws in Jammu and Kashmir enacted by the Parliament in 2023.

    Apart from the Principal Secretary, Home, the meeting saw the participation of key figures including the DG of Prisons and Crime, Director of Prosecution in J&K, ADG of Law & Order, Secretary of Law, Director of FSL, and other relevant officers. Srinagar-based officers also joined through video conferencing.

    Chief Secretary Atal Dulloo emphasized the need for effective measures regarding the capacity building and training of personnel. He inquired about the progress of police officers’ training on the new laws and urged for the appointment of a senior Police Officer as a single point contact to ensure consistent implementation throughout J&K.

    He stressed the importance of this designated Nodal Officer in addressing issues and facilitating coordination among different wings of the police department to meet the deadlines for adopting the changes mandated by the new laws.

    Principal Secretary, Home, Chandraker Bharti, provided insights into the initiatives undertaken by the local administration so far. He highlighted three main components of the implementation strategy: capacity building and training, assessment of additional manpower requirements, and the need for hardware upgrades and technological interventions.

    It was revealed that committees and study groups have been formed to gain insights into the new laws and formulate a comprehensive roadmap for their implementation in the Union Territory.

    The Bharatiya Nyaya Sanhita, Bharatiya Nagrik Suraksha Sanhita, and the Bharatiya Sakshya Adhiniyam were recently notified by the MHA for implementation from July 2024. These laws will replace the Indian Penal Code, 1860; Code of Criminal Procedure, 1898; and the Indian Evidence Act, 1872, respectively.
