Chatroo Minor Death Case: School Teacher Suspended Pending Inquiry; Two Accused Arrested
Kishtwar, August 22, 2026: The Education Department in Kishtwar has suspended a government school Teacher Grade-II in connection with the case involving the death of a minor girl in Chatroo, as police investigate allegations of sexual assault, pregnancy termination and the circumstances leading to the minor’s death.
The suspension order was issued by the Chief Education Officer, Kishtwar, on August 21, 2026, following the registration of FIR No. 34/2026 at Police Station Chatroo under Sections 61(2), 65(1), 90, 91 and 92 of the Bharatiya Nyaya Sanhita (BNS), 2023, along with Sections 4, 6, 8, 10 and 17 of the Protection of Children from Sexual Offences (POCSO) Act, 2012.
According to the order, Khalid Hussain Sheikh, Teacher Grade-II, posted at MS Bumalpora, Zone Inderwal, has been placed under suspension pending an inquiry into the matter.
The order states that the teacher was suspended under Rule 31 of the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, and notes that he is currently in police custody.
The Education Department has directed that copies of the suspension order be forwarded to the Director of School Education, Jammu; District Development Commissioner, Kishtwar; Joint Director (Doda/Kishtwar/Ramban), Doda; and the Zonal Education Officer, Inderwal, for information and necessary action.
The police case concerns the death of a minor girl in the Chatroo area under circumstances that have triggered widespread public anger and protests. The minor was taken to District Hospital Kishtwar, where medico-legal proceedings, including a post-mortem examination and collection of DNA samples, were conducted.
The FIR names Khalid Hussain, son of Ghulam Mohammad, and Tariq Hussain, son of Ghulam Mohammad, both residents of Gorinall, Chatroo, as accused. Khalid Hussain is the government school teacher referred to in the suspension order.
The allegations in the FIR include repeated sexual assault of the minor, resulting in pregnancy, followed by alleged attempts to suppress the matter. The police case also alleges that the minor was administered medication in an attempt to terminate the pregnancy and that the newborn was subsequently delivered in a dead condition.
Police have invoked multiple provisions of the BNS and POCSO Act in the case. The investigation is continuing.
The incident has led to protests and a complete shutdown in parts of Chatroo, with residents demanding strict action against anyone found responsible.
The suspension is an administrative action pending inquiry and does not by itself establish guilt. The allegations against the accused will be subject to investigation and judicial proceedings.
