
23 Teachers Under Scrutiny in Doda for Ignoring Rationalization Suspension Order, 2 Suspended For Falsifying Attendance
In a firm action against negligence and dereliction of duty, the Office of the Chief Education Officer (CEO) Doda has suspended two teaching staff members from UPS Bagh, Zone Thathri, and issued explanation notices to 23 others for failure to comply with rationalization orders.
According to an official order dated June 20, 2025, the suspension comes in the wake of a telephonic complaint regarding the unauthorized absence of teachers from UPS Bagh. Although four teachers are posted at the school, only one was found present on June 20. A verification exercise revealed that three teachers were falsely marked as present on the JKSED portal, while only Mr. Diljeet Singh was physically on duty.

Further, Mr. Singh confirmed that no other teacher was present, and the attendance was being manipulated from outside the school premises. Supporting evidence, including a photograph of the Arrival/Departure Register, substantiated the claim. Following this, Mr. Sandeep Singh (GLT) and Mrs. Malika (Teacher Grade II) were placed under suspension with immediate effect under Rule 31(1) of the Jammu and Kashmir Civil Services Rules (1956), for gross negligence and falsification of records. Both officials have been directed to remain stationed at UPS Bagh and not to leave the station without prior permission.

Meanwhile, 23 Teachers have been asked to submit explanation for ignoring the rationalization suspension order. In a separate order by CEO Doda, via order No. CEO/D/Estt/9995 dated June 14, 2025, has also taken strong note of non-compliance with rationalization orders issued up to December 31, 2024. Despite clear instructions, 23 teachers have failed to report either to their original place of posting or to their newly assigned institutions.
The list includes teachers from multiple zones such as Punnala, Tashan, Phalshore, Bashi, Badwah, Gundna, and others, who have either not reported or are working at different locations in violation of orders.

But question stands here, whether the attendance on JKSED Portal, is a saviour for the teachers or appears like an opportunity to skip the duties. The reason could be simple, also that it’s use is not in right hands. May the union territory administration pulls the nails out, by making it accountable by tasking with the seperate concerned staff.
