Union Minister Dr Jitendra Singh Applauds Face Recognition Technology for Pensioners’ Digital Life Certificates

The Department of Pension & Pensioners Welfare (DoP&PW) has introduced innovative “Face Recognition Technology” for establishing Aadhar-based identification of elderly pensioners, leading the way in generating “Digital Life Certificates.”

Dr Jitendra Singh, Union Minister of State (Independent Charge) Science & Technology; MoS PMO, highlighted this initiative during a press conference at the National Media Centre.

Dr Jitendra Singh commended the Government’s commitment, led by Prime Minister Narendra Modi, towards leveraging technology for the well-being and dignity of the elderly.

He provided an update on the progress of the Digital Life Certificate (DLC) Campaign 2.0, emphasizing its significant strides in enhancing pensioner welfare.

The DLC Campaign 2.0 aimed to streamline the process for pensioners, eliminating the need for physical life certificate submissions.

By leveraging biometric and iris-based Aadhar authentication along with face recognition technology, the campaign enabled pensioners to submit life certificates digitally from their homes using Android mobiles.

This technological advancement significantly eased the burden of traditional certificate submissions through banks and post offices.

Dr Jitendra Singh underscored the extensive reach and successful implementation of the DLC Campaign 2.0, which engaged Pension Disbursing Banks, various ministries, pensioners’ welfare associations, UIDAI, and MeitY.

The campaign, conducted across 597 locations in 100 cities nationwide, saw the generation of more than 1.17 crore DLCs in November 2023 alone, with over 19.52 lakh DLCs utilizing face authentication technology.

The Minister highlighted the substantial contributions from senior citizens, including over 24,000 pensioners aged above 90 years who utilized digital modes to submit life certificates for pension drawal.

The DLC generation data revealed Maharashtra, Uttar Pradesh, and West Bengal as leading states, while State Bank of India and Punjab National Bank emerged as the prominent banks facilitating DLC generation.

Dr Jitendra Singh emphasized the government’s commitment to ease the lives of citizens, particularly pensioners, by discarding redundant rules and ensuring inclusive policies.

He outlined various initiatives, including enabling family pension without service duration bars, extending benefits to divorced or separated daughters, and implementing robust digital platforms for pension processing and grievance redressal.

In his address, Secretary, DoP&PW Shri V. Srinivas, hailed the nationwide DLC Campaign 2.0 as a significant milestone in ensuring the ease of living for pensioners, showcasing the department’s commitment to their well-being.
