The much-anticipated special session of Parliament is slated to take place from September 18 to 22, according to Union Parliamentary Affairs Minister Pralhad Joshi. In preparation for this significant event, Joshi has called for an all-party meeting on September 17, just a day before the special session kicks off.

All-Party Floor Leaders Meeting

Parliamentary Affairs Minister Pralhad Joshi announced the crucial all-party floor leaders meeting, stating, “Ahead of the parliament session from the 18th of this month, an all-party floor leaders meeting has been convened on the 17th at 4.30 PM.” He made this announcement on the social media platform X, formerly known as Twitter. Joshi also mentioned that invitations for the meeting had been sent to relevant leaders via email, with official letters to follow.

Agenda Remains Undisclosed

Despite the looming special session, the government has maintained a shroud of secrecy around its agenda. This lack of transparency has drawn criticism from the opposition, which has accused the BJP-led central government of deviating from established precedents. Pralhad Joshi had earlier assured that the agenda would be circulated “very shortly,” but no details have been made public thus far.

Opposition’s Concerns

Sonia Gandhi, the chairperson of the Congress Parliamentary Party, expressed her concerns in a letter addressed to Prime Minister Narendra Modi. She demanded a discussion and debate on various issues, including the country’s current economic situation. Gandhi criticized the session for being called without consulting other political parties and leaving them in the dark about the agenda.

In her letter, Sonia Gandhi stated, “You have convened a special five-day session of the Parliament beginning 18 September 2023. I must point out that this Special Session has been convened without any consultation with other political parties. None of us have any idea of its agenda.” She emphasized the desire to participate in the session to address matters of public concern and importance.

Historical Context

This special session represents a departure from the norm, as typically, three parliamentary sessions are held in a year: the Budget session, the Monsoon session, and the Winter session. It marks the first full-fledged special session under Prime Minister Narendra Modi’s nine-year tenure, with both Houses of Parliament meeting separately, as is customary during regular sessions.
