Russia Stands by India’s Bid for Permanent UN Security Council Membership at UN General Assembly

UNITED NATIONS, September 27, 2026 [VoM News]: Russian Foreign Minister Sergey Lavrov has backed India’s bid for permanent membership of the UN Security Council saying there is a need to provide more representation to countries from Asia, Africa, and Latin America.

While addressing the 81st session of the UN General Assembly in New York on Saturday, Lavrov directly supported India and Brazil for permanent seats as part of Russia’s position on the reform of the UN Security Council.

“We are in favour of broadening the representation of Asia, Africa, and Latin America. We support Brazil’s and India’s candidatures for a permanent seat,” Lavrov was quoted as saying.

However, Lavrov is against giving any additional seats to Western nations, especially Germany and Japan. Lavrov has accused the two nations of moving towards militarism and revanchism. This statement is according to Moscow’s stance and is not a UN evaluation.

Russia is of the view that permanent representation on the UN Security Council needs to be expanded while preserving the powers of the permanent members, including the veto power. This week, the Kremlin has also said that the Council must add permanent members but keep the same veto system.

The UNSC candidature of India has been endorsed by the Mauritius government during the ongoing UNGA session. Mauritian Foreign Minister Dhananjay Ramful said that his country supports the stances of the G4 and L69 group regarding the reform of the Security Council and backs the candidature of India for permanent membership. India, Brazil, and Africa need permanent representation in the UNSC, says Portugal.

Currently, the UN Security Council has 15 members. Five – China, France, Russia, UK and US – have permanent membership and veto power whereas the remaining 10 members are elected for two years.

The expansion of the UNSC requires an amendment to the UN Charter. This can be achieved only after two-third approval of the UN General Assembly and ratification of two-thirds of the UN members, including all five existing permanent members of the UNSC.

Although the UNSC reforms have backing from Russia and many other countries, there have been no concrete results due to disagreement among UN members regarding the number of new seats and veto powers.
