A recent study by Overnight Glasses identified the top 10 most accessible cities in the U.S. for individuals with disabilities. This study considered key indicators such as public transportation accessibility, infrastructure and urban planning, employment rates for people with disabilities, housing, and education. Data for the study was provided by governmental reports, including the National Transit Database, local government sources and the U.S. Census Bureau.
Boston is the most accessible city in the U.S. with a total index score of 0.925, reflecting high levels of accessibility across all criteria. The city leads in infrastructure and housing accessibility with 75% and 82.5% respectively, the highest rates on the list. Boston also has the highest education accessibility rate among all the cities in the top 10, with 22.15%, which secures the first place for Boston and shows the path for further development.
Seattle ranks second with a score of 0.806. Seattle scores 90% in public transportation, the highest accessibility rate in the ranking. The city also performs well in housing accessibility (80%) and infrastructure (70%), making it highly accessible for disabled individuals. Having an overall high score for main categories, the city secured the second position.
Los Angeles secures the third position with a score of 0.704. Second biggest city in the list, it provides strong public transportation accessibility at 85%, as well as housing with 70%. Los Angeles also has diverse support services and a high infrastructure score. Housing accessibility is slightly lower than in Seattle, giving a lower total index and securing the 3rd position.
San Francisco ranks fourth with a total score of 0.664. The second Californian city in the list, it secures the position thanks to its city progressive urban planning. San Francisco matches Los Angeles with most metrics, achieving a 70% accessibility rate for infrastructure and 85% for public transport.
Austin is fifth with a score of 0.657. The city falls behind Los Angeles and Seattle in urban planning but excels in public transportation and housing accessibility. Both employment and education access for people with disabilities are third-highest in the ranking, with 37.9% and 19.63% respectively, giving a city a place in the top 5.
Denver ranks sixth with a score of 0.65. The city scores well in public transportation (85%) and infrastructure (75%). Denver also has the highest employment rate for people with disabilities at 43.50%.
With a score of 0.648, New York ranks seventh. The city’s extensive public transportation network scores 90%, sharing the highest rate with Seattle and Washington D.C. Education accessibility is high at 20.25%, being second only to Boston and making New York City a supportive environment for disabled residents.
Washington, D.C. secures the eighth position with a score of 0.635. The city excels in public transportation accessibility at 90% and housing accessibility at 80%. These factors, combined with a solid education accessibility score of 18.75%, ensure a high level of inclusion.
Chicago ranks ninth with a score of 0.598. The city has a public transportation score of 85% and a strong infrastructure score of 70%. Housing accessibility in Chicago is the same as in New York but the city slightly falls behind in education.
San Diego closes the top ten of the most accessible U.S. cities with tenth place and a score of 0.501. Public transportation in San Diego is similar to Los Angeles, as well as a high housing accessibility rate of 70%. Compared to Chicago, employment rates for people with disabilities in San Diego are a little higher but the education accessibility is better in Chicago.

Methodology
Each indicator was normalized using min-max scaling from 0 to 10 to reflect the best and worst values present in the data. Indicators were weighted based on their relative importance: Public Transportation Accessibility (20%), Infrastructure and Urban Planning (20%), Employment Rate with Disabilities (10%), Housing Accessibility (25%), and Education Accessibility (25%). The normalized values were then multiplied by their respective weights and summed to produce a composite score, determining each city’s rank. The final ranking is from the most to least accessible cities with the highest index being the best score.
