KISHTWAR, JUNE 26, 2024 – The District Police Kishtwar has dismissed Police Constable Sham Lal (No. 698/Ktr, PID No. EXJ-118739) from service due to his involvement in several criminal cases, including murder. Constable Sham Lal, who joined District Kishtwar on November 9, 2023, was under suspension for prolonged absence and criminal activities. He was granted a three-day leave from DPL Kishtwar on November 12, 2023, but failed to report back on November 15, 2023, and was subsequently marked absent.
During his absence, Sham Lal was implicated in the murder of Rajesh Dogra, alias Mohan Teer, as documented in FIR No. 19/2024 dated March 4, 2024, under Sections 302/102-B of the IPC and 7/25 of the Arms Act at Police Station Phase-II, Mohali, Punjab. He was arrested by Punjab Police on March 7, 2024, and is currently lodged in New District Jail Nabha, Punjab.
A departmental enquiry, led by Dy. SP DAR, DPL Kishtwar, revealed Sham Lal’s involvement in other criminal cases, including FIR No. 148/2023 under Sections 307/323/452/34 IPC and 4/25 Arms Act of P/S Kathua, and FIR No. 142/2023 under Sections 382/323/147 IPC of P/S Kathua.
The enquiry officers from District Police Kathua and Kishtwar recommended his dismissal, citing his habitual absenteeism and criminal behavior. Following proper procedural formalities, SSP Kishtwar officially dismissed Constable Sham Lal from service effective November 15, 2023, per District Police Office Order No. 201 of 2024 dated June 24, 2024. The dismissal was enacted under Police Rule-337 in conjunction with Rule 359 (11) (2) (b) of the J&K Police Manual Volume-II, aligned with Articles-113 and 128 of J&K CSR.
SSP Kishtwar issued a stern warning to all police personnel, emphasizing that any involvement in anti-national activities, drug trafficking, or heinous crimes would result in strict disciplinary actions. This move reaffirms the police’s commitment to maintaining the highest standards of conduct and integrity.
