Jk-administration Takes Action Against Officers for Delay in Service Delivery
The Jammu and Kashmir administration has recently taken a significant step towards ensuring the timely delivery of various services within the revenue department. A senior official confirmed that “penalty proceedings” have been initiated against 55 officers for alleged delays in service delivery. This bold move is aimed at promoting efficient governance and enhancing transparency through the use of technology.
E-services and Public Services Guarantee Act (PSGA)
To address these delays, the administration has integrated e-services under the Public Services Guarantee Act (PSGA) with the Auto-Appeal System (AAS). The AAS escalates cases where timelines are breached to the next authority for action against defaulting officers. This interconnected system holds officers accountable for their service delivery, ensuring citizens receive the assistance they need promptly.

A Push for Transparency and Accountability
During a recent meeting led by Chief Secretary Arun Kumar Mehta, the Administrative Secretaries discussed their efforts during the vigilance week. The government has been actively promoting preventive and participatory vigilance to increase transparency and accountability in governance. This commitment to vigilance serves to strengthen public trust in the system.
Significant Progress in E-Governance and Mitigating Corruption
The Commissioner-Secretary General Administration Department (GAD), Sanjeev Verma, highlighted the substantial progress made in e-governance. The government’s resolve to provide citizens with transparent and accessible government services through 1075 e-services has been a remarkable success.
These services, along with IT initiatives like Mobile
Dost, Rapid Assessment System, and DigiDost, have played a pivotal role in mitigating corruption. More than 52 lakh applications have been processed online, with over 42 lakh already disposed of.
Financial Discipline and Efficient Disbursal
Emphasizing the importance of financial discipline and reducing the abuse of discretionary authority, Chief Secretary Mehta discussed the BEAMS and PaySys systems. These systems have streamlined the disbursal of timelines, ensuring financial assistance reaches the beneficiaries efficiently. In fact, the government has achieved 100% disbursal of financial assistance for 55 flagship schemes through the Direct Benefit Transfer (DBT) mode. Moreover, the completion of over 92,000 works during the financial year 2022-23 marks a significant achievement for the Union Territory.
This multifaceted approach to improving governance in Jammu and Kashmir reflects the administration’s commitment to serving its citizens better. By integrating technology, promoting transparency, and holding officers accountable, the administration is on a path to create a more efficient and responsive government.
