Embracing Integrated Governance in Jammu and Kashmir
Union Minister Jitendra Singh, addressing the sixth capacity building program for officers of the Jammu and Kashmir Administrative Service, called for a “whole of government” approach in governance. He emphasized the need to break down silos and work collaboratively to achieve more efficient and beneficial outcomes for the common people.
A Modern Approach to Governance
Singh highlighted the changing landscape of central and state civil services, driven by technology’s widespread availability, even in rural and remote areas. He emphasized the importance of democratizing resources and evolving the administrative processes to make them more transparent, accountable, and citizen-centric.
Digital Advancements for Grievance Redressal
The Minister acknowledged the significance of digital advancements in enabling citizen grievance redressal. He also pledged to implement a call center approach in Jammu and Kashmir to personally assess satisfaction levels after grievances have been addressed.
Upholding Ethics and Accountability
Singh stressed the need for civil servants to anchor their competencies in ethics and accountability. He pointed out the Indian government’s “zero tolerance approach to corruption,” which includes mandatory asset declarations by civil servants and focuses on preventive vigilance.
Speaking at the event, V Srinivas, Secretary of the Department of Administrative Reforms and Public Grievances, emphasized the importance of accelerated and inclusive development. He highlighted the role of technology in transforming citizens’ lives and urged officials to create a conceptual framework that meets people’s needs and expectations while working towards holistic development in the state.
The ongoing capacity building program, held at the National Centre for Good Governance from October 9-20, is attended by 37 officers of the Jammu and Kashmir Administrative Service. The program is tailored to equip these civil servants with the knowledge and skills necessary to deliver robust and seamless services to the people, ultimately improving their quality of life.
The program’s primary aim is to reorient officers towards a single-minded focus on enhancing the quality of life and creating opportunities for the people. It emphasizes the sharing of practical governance experiences, enabling officials to work with speed, scale, and accountability, proactively addressing citizen grievances.
