India Forms Inter-Ministerial Group to Address Climate Issues Ahead of COP28
India has established an inter-ministerial group on climate change to formulate a cohesive perspective on key matters to be discussed during global climate negotiations.
Inter-Ministerial Group to Address Five Climate Issues
This group, formed in August, comprises members from various relevant ministries and departments, and will focus on five central climate issues: mitigation, adaptation, loss and damage, climate finance, and Article 6 of the Paris Agreement.
Sub-Groups for Detailed Discussion
To delve deeply into these topics, five sub-groups have been created, each consisting of five to six high-ranking officials at the joint secretary level.
Loss and Damage Fund Development
The establishment of a Loss and Damage Fund is a significant accomplishment in global climate negotiations, offering financial support to countries highly vulnerable to severe climate change impacts.
India’s Climate Finance Expectations
India has consistently advocated for clear definitions of climate finance, emphasizing its additionality, predominance as grants, and a balance between mitigation and adaptation. The country has also highlighted the historical responsibility of high-emitting nations.
Article 6: Emission Reduction Cooperation
Article 6 of the Paris Agreement enables voluntary cooperation between countries to help them achieve emission-reduction targets.
