In a significant leap towards enhancing security measures, the Jammu and Kashmir Police have introduced a pioneering initiative by implementing GPS tracker anklets to monitor individuals accused of terrorism who are out on bail. This innovative move establishes the J-K Police as the first law enforcement agency in India to embrace this state-of-the-art technology.
Advanced Wearable Technology for Enhanced Surveillance
The GPS tracker anklet is a wearable device specifically designed to be securely affixed around the ankle of the person under surveillance. It functions by meticulously tracking the movements of the individual, providing real-time data to the authorities. This remarkable technology is already in use in several Western countries, including the USA, United Kingdom, South Africa, Australia, and New Zealand, where it has proved to be a highly effective tool in tracking the movements of accused persons on bail, parole, or house arrest.
Reducing Prison Congestion and Ensuring Security
One of the substantial benefits of deploying GPS tracker anklets is the significant reduction in prison congestion. By ensuring that individuals who are granted bail can be effectively monitored, this technology contributes to de-congesting the prison system. Furthermore, it plays a vital role in maintaining a high level of security, especially when dealing with individuals involved in acts of terrorism.
The decision to introduce GPS tracker anklets by the State Investigation Agency (SIA) of the J-K Police comes after a Special NIA Court in Jammu issued a directive. This directive highlighted the importance of employing GPS tracker anklets, emphasizing the need for close monitoring of the terror accused and adhering to stringent conditions for granting bail, as outlined in the Unlawful Activities (Prevention) Act of 1967.
The case in point involves accused Ghulam Mohd Bhat, who had applied for bail during the ongoing legal proceedings. Bhat is currently undergoing trial for his association with various terrorist organizations and his involvement in terror financing, primarily at the behest of the proscribed terrorist organization Hizbul Mujahideen (HM). His arrest in connection with a FIR registered under various sections of the UAPA was a significant development. Moreover, the accused had been convicted by the NIA Court Patiala House, Delhi, in another case, related to his association with a terrorist organization and conspiracy for a terrorist act.
This momentous step showcases the commitment of Jammu and Kashmir Police to employ innovative technology for enhancing security and ensuring the safety of the region. By introducing GPS tracker anklets, they are taking proactive measures to address the unique security challenges posed by individuals accused of terrorism who are on bail.
