ECI Tells Supreme Court Form 6 Unchanged, Says Separate Declaration Required Under SIR
NEW DELHI, October 27, 2026 (VoM News): The Election Commission of India (ECI) has told the Supreme Court that it has not amended Form 6, the statutory document required for registering new voters.
The Election Commission of India (ECI) clarified that a separate declaration was introduced for the Special Intensive Revision (SIR) of electoral rolls.
In an affidavit responding to petitions challenging Chief Election Commissioner Gyanesh Kumar and the SIR exercise, the poll body said the declaration was a separate document prescribed under SIR orders and did not form part of Form 6.
The Commission acknowledged that the way Form 6 and the declaration were displayed on its online platform could have created the impression that the statutory form had been amended. It stressed that changes to the format of Form 6 could be made only by the Central Government.
As per the affidavit, the declaration was revised to introduce a mapping mechanism allowing applicants to provide details linking themselves, their parents or grandparents to earlier electoral rolls, including records from 2002-03.
The ECI said applicants successfully mapped through this process would not need to submit additional documents during the claims and objections period. It described the mechanism as a measure to assist voters and expedite the SIR exercise.
The clarification follows reports that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised objections to certain SIR-related decisions, including the alleged change to Form 6.
The Commission maintained that all decisions concerning the exercise were taken unanimously and argued that the petitions relied on a newspaper report, which it said could not be treated as evidence of the facts alleged.
