Alleged Irregularities in Awarding Tenders

The Central Bureau of Investigation (CBI) has filed a chargesheet against Hem Raj, the Regional Officer for the National Highways Authority of India (NHAI), regarding alleged irregularities in the awarding of tenders for the improvement and routine maintenance of the Lakhanpur-Jammu Section. Hem Raj, who was previously posted at the Regional Office in Jammu, has been named in the chargesheet.

Private Individuals and Companies Named

In addition to Hem Raj, the CBI has also named a private individual, the proprietor of a private company, in the case. This action is part of an ongoing investigation into the allegations of irregularities in the award of tenders for the Lakhanpur-Jammu Section project, valued at approximately Rs 9.34 crore.

Background and Previous Investigations

The case was registered by the CBI on March 24, 2021, against Hem Raj, who was the then Regional Officer for NHAI in Jammu, along with a private individual named Rakesh Kumar Choudhary and unknown others. The allegations revolve around the irregularities in the tender award process, including the use of forged experience certificates that were considered by the Tender Evaluation Committee. It is claimed that the Regional Officer conspired with the private individual and favored the private company by failing to verify the authenticity of the experience certificates and overlooking the firm’s lack of experience.

Discovery of Cash and Digital Documents

Earlier in the investigation, the CBI conducted searches at seven locations, including Jammu, Chandigarh, and Ropar. During these searches, approximately Rs 67 lakh in cash was discovered, along with other documents and digital devices at the premises of the accused individuals.The chargesheet marks another step in the ongoing investigation into alleged corruption and irregularities in government procurement processes.
