Budget Crisis Deepens as German Business Morale Dips
FRANKFURT: The economic outlook for Germany is taking a somber turn as the year draws to a close, with a notable decline in business morale reported in December. According to the Ifo institute’s influential confidence barometer, based on a survey of approximately 9,000 companies, the index fell to 86.4 points in the final month of 2023, disappointing analysts who had anticipated a rise following the November figure of 87.2 points.
Repercussions of a Hasty Budget Rethink
Ifo president Clemens Fuest expressed concerns, stating, “Sentiment in German business has clouded over,” emphasizing that the German economy “remains weak.” This dip in confidence coincides with the German government’s urgent reassessment of its 2024 budget, prompted by a recent court ruling that disrupted its spending plans. The budget crisis serves as a culmination of a challenging year for Germany’s export-driven economy, grappling with issues such as high inflation, rising interest rates, a manufacturing slowdown, and global economic fragility.
The latest Ifo reading, according to ING economist Carsten Brzeski, “suggests that recent fiscal woes are weighing on German business sentiment,” and it underscores the persistently high risk of recession, not only for 2023 but also extending into 2024. Despite expectations of a slight economic contraction this year followed by a modest recovery, recent developments have raised concerns. Germany’s central bank has notably revised its forecast for 2024, anticipating a mere 0.4 percent output growth, down significantly from the 1.2 percent forecast in June. As Germany grapples with economic challenges, uncertainties linger over its path to recovery.
