AFSPA Extended in Four Assam Districts, Lifted in Four Others

AFSPA Extended in Four Assam Districts, Lifted in Four Others

The Assam Police announced on Sunday that the Armed Forces (Special Powers) Act (AFSPA) has been extended for an additional six months in four districts of the state. This decision was made public by DGP Gyanendra Pratap Singh during the Assam Police Day 2023 celebrations. Simultaneously, the ‘disturbed area’ designation, which facilitates the implementation of AFSPA, has been revoked from four other districts.

Efective immediately, AFSPA will only be applicable in four districts of Assam: Dibrugarh, Tinsukia, Sivasagar, and Charaideo. However, it will no longer be in effect in Jorhat, Golaghat, Karbi Anglong, and Dima Hasao, with the changes taking effect on October 1.

    Previous Extension

The Assam government had previously extended the ‘disturbed area’ notification under AFSPA for an additional six months, starting from April 1, in all eight of these districts.

    AFSPA Provisions

AFSPA grants special powers to security forces, allowing them to conduct operations and make arrests without the need for a prior warrant. Additionally, it provides immunity from arrest and prosecution to security forces in cases where they are compelled to use lethal force.

    Complex Balance

The decision to extend AFSPA in some districts while removing it in others underscores the complex challenge of striking a balance between security needs and the protection of civil liberties. It acknowledges that security dynamics vary across regions and necessitate a tailored approach to law enforcement.

    Ongoing Debate and Scrutiny

The extension and withdrawal of AFSPA continue to be subjects of debate and scrutiny, both within Assam and at the national level. The delicate task of balancing security and civil rights remains a central challenge, emphasizing the importance of transparency, accountability, and informed governance.

As the situation evolves, it will be crucial for the Assam government to remain vigilant, regularly assessing the security landscape and making decisions that prioritize the safety and well-being of residents while upholding principles of justice and human rights.
