
NCDC Proposes Monitoring of Underage Couples in Public Spaces, Calls for Government Oversight and ID Checks
Srinagar | July 15, 2025: The National Child Development Council (NCDC) has proposed a new resolution calling for government officials, including female police officers, to monitor underage couples in public spaces such as beaches and parks.
The resolution emerged from a recent core committee meeting, where members expressed concerns over what they described as “immoral activities” among children below 18 years of age.
According to the resolution, officials stationed at public locations would have the authority to question individuals who appear to be under 18 and ask for age verification through ID cards. If confirmed to be minors, their details could be forwarded to their parents or school authorities.
The resolution stresses that such measures are aimed at “protecting children from bad influences and guiding them morally.”
“The government should control the students. Officials must have the power to approach and question those who are under 18, and inform their parents if needed,” one core committee member said during the meeting.
Committee members said that minors need stricter oversight, arguing that many are engaging in public displays of affection without understanding the implications.
The session also featured concerns from female committee members about the increasing influence of Western culture on children, and the visible presence of school students engaging in “inappropriate behavior” in uniforms during after-school hours.
The resolution calls for the establishment of a systematic framework that empowers designated officials to intervene with minors engaging in perceived inappropriate behavior.
