DC Doda Orders Attachment of a District Officer and 4 Teachers for Negligence | Salaries Withheld & Explanations Sought
Deputy Commissioner (DC) Doda, Harvinder Singh, has ordered the attachment of a district officer (observer) and four teachers (invigilators) for negligence in duty. Explanations have been sought from the concerned individuals as to why disciplinary action should not be taken against them.
The erring officials include District Sericulture Officer Sunil Bhat, and teachers Bilal Ahmed (UPS Golibagh), Rakesh Kumar (UPS Thalsara), Jaswant Singh (UPS Harsh), and Rattan Chand (UPS Mangota).
The Jammu and Kashmir Services Selection Board (JKSSB) conducted an examination for the post of constable (Home Department) on December 1, 2024. Officers and observers were deployed to ensure the examination was conducted smoothly and fairly. However, it was found that a district officer deployed at Government High School (GHS) Nichlithara, Bhaderwah, failed to report to the examination center on the scheduled day. The officer also did not inform the administration about their unavailability in advance. Attempts to contact the officer telephonically were unsuccessful, and their lackadaisical approach disrupted the examination process.

The officer has been directed to submit a written explanation within 10 days, clarifying why action should not be taken against them. Additionally, the Assistant Commissioner Revenue (ACR), Doda, has been appointed as the inquiry officer to investigate the matter and take further decisions within a period of 30 days. Meanwhile, the officer’s salary has been withheld.
In a separate order, teacher Bilal Ahmed, who was on the reserve list but later deployed as an invigilator at Faridia Model Higher Secondary School, Doda, also failed to report to the examination center. He neither informed the administration of his unavailability nor obtained prior permission to leave his station.
Similarly, Rakesh Kumar (UPS Thalsara) and Jaswant Singh (UPS Harsh), deployed as invigilators at Paramount Public School, Doda, did not report to their assigned examination center and failed to provide prior notice or obtain leave permission.
Another teacher, Rattan Chand (UPS Mangota), assigned as an invigilator at Government Higher Secondary School (GHSS) Khellani, also failed to report to the examination center. He too did not seek permission or inform the administration about his unavailability.
Given the negligent behavior of these officials, they have been attached to the office of the Assistant Commissioner Revenue, Doda, and their salaries have been withheld. They are required to submit written explanations within 10 days, clarifying why the action should not be initiated against them.
The ACR, Doda, has been tasked with conducting an inquiry into the matter and consider the further decisions within a period of 30 days.
The JKSSB had set up 44 examination centers across Doda district to ensure the smooth and fair conduct of the examination for candidates.
