CDS Highlights Global Changes Leading to Uncertainty and Volatility
Chief of Defence Staff General Anil Chauhan addressed the dynamic and ever-evolving global landscape during the 14th Air Chief Marshal LM Katre Memorial Lecture. He emphasized the significance of ongoing geopolitical, economic, and technological shifts that are reshaping the world, leading to an environment marked by volatility, complexity, and ambiguity. This transformation has led nations to reevaluate their national security strategies and increase defense spending.
Global Security Realignment
General Chauhan highlighted the adaptation of various nations, such as Japan, France, Germany, the UK, Poland, South Korea, and Bangladesh, who have reinvigorated their national security strategies in response to changing global dynamics. These changes, initially triggered by the Ukraine conflict, are now further accelerated by developments in the Middle East. Consequently, many countries have significantly expanded their defense budgets.
The General also raised the question of whether the global defense industry is prepared to meet the growing demand from these nations. He sees an opportunity for the defense industry to align with the evolving environment. The changing nature of warfare, increasingly technology-driven and encompassing domains like space and cyber, necessitates thorough preparedness.
India at a Crossroads of History
General Chauhan emphasized India’s role in this shifting global order, describing it as a significant crossroads in history. He underlined the importance of a robust military preparedness that includes a strong army, navy, air force, and capabilities in space and cyberspace. He stressed the need for adaptability and forward-looking strategies to ensure India’s status in the next 25 years.
Transition to a New World Order
The General outlined the current state of global geopolitics, describing it as a world in transition between two orders. The old order is fading, while the contours of the new world order are still taking shape. The geopolitical importance of Russia may decrease over time, despite its nuclear power status. Meanwhile, China’s rapid economic growth has elevated its role in the global economic and political domains. The rise of China and its assertiveness in the South China Sea and along India’s northern borders are indicative of a more assertive China in the future.
The Indo-Pacific region is emerging as an arena of contention, with many nations incorporating it into their national security strategies. General Chauhan predicts the emergence of a multipolar world order with dynamic shifts in alliances and partnerships. India could potentially emerge as a leader in the global south, reflecting its successful G20 presidency and the changing security landscape.
