    Observing that there can be no compromise on the issue of safety of students, the Delhi High Court made a decisive statement on Tuesday. It asserted that coaching centers in the city not conforming to statutory requirements under the Delhi Master Plan 2021 will have to be shut down. The court made it clear that safety is a non-negotiable priority for students. The bench of Chief Justice Satish Chandra Sharma and Justice Sanjeev Narula emphasized the need for adherence to the law.

    Rigorous Scrutiny of Coaching Centers Operations

    The court was hearing a series of petitions related to the operations of coaching centers in Mukherjee Nagar, a prominent hub for government job aspirants. Among these petitions, one was initiated by the high court itself following a fire incident in the northwest Delhi neighborhood in June. The high court also allowed the participation of residents of Mukherjee Nagar and the Coaching Federation of India as parties in the case. The federation sought a review of the high court’s previous order, which directed the closure of coaching centers operating without a no-objection certificate from the fire services department. The court directed all parties to respond to the review plea.

    The court further instructed the Municipal Corporation of Delhi, the state government, and the SHO of Mukherjee Nagar police station to submit their status reports within four weeks. The Delhi Police reported that of the 583 coaching institutes in the capital, only 67 possess no-objection certificates from the Delhi Fire Services. The Delhi government’s counsel highlighted that over 95% of coaching centers lacked a fire safety certificate, despite it being a statutory requirement.

    Delhi Fire Services conducted a survey of 461 coaching centers and found that the necessary fire preventive and safety measures, in line with the Delhi Fire Service Act and its rules, had not been implemented. The high court had initiated this action on June 16 after taking cognizance of a fire incident at a coaching institute in Mukherjee Nagar, where students were seen resorting to desperate measures to escape, as reported in the news.

    Strict Adherence to Safety Norms Imperative for Coaching Centers

    The high court’s stern stance emphasizes the critical importance of safety norms in coaching centers. Non-compliance with the Delhi Master Plan 2021 is no longer acceptable, and authorities are expected to enforce these regulations strictly.
