
Pension Irregularities Uncovered: Urgent Action Taken in Jammu Division.
Alarming Discovery in Pension Processing
Irregularities in pension processing for non-admissible cases through various treasuries in the Jammu Division have prompted swift action from the office of the Principal Accountant General, Jammu and Kashmir. As the situation unfolds, the Finance Department has been urgently requested to halt pension revision payments related to six departments, marking a significant development in the region’s financial oversight.
Departments Affected by Payment Halt
The six departments affected by the payment halt are Irrigation and Flood Control, Jal Shakti (PHE) Department, Power Development Department (PDD), PDC, R&B, Agriculture, and Headmasters/Zonal Education Officers (ZEOs) of the Education Department. This decision aims to prevent further financial discrepancies and ensure the integrity of pension disbursements in these sectors.

Unauthorized Payments Discovered
In a startling revelation, the Principal Accountant General has identified 32 unauthorized or irregular pension revision authorities across various treasuries within the Jammu Division. These discrepancies have been found in locations such as Bhaderwah, Akhnoor, Ramsoo, Talab Tillo, New Plot, Samba, Assar (Doda), Banihal, Ramban, Gandhi Nagar, Saddar Jammu, and Additional Treasury New Plot. These findings have raised concerns about the financial management and oversight within the region.
Immediate Actions Taken
In response to these discoveries, the Principal Accountant General’s office has initiated internal investigations and called upon the Treasury Officers concerned to cease payments associated with forged authorities. Furthermore, for cases where payments have already been made, steps have been requested to recover the amounts from the beneficiaries’ bank accounts and restore pre-revised pension payments, ensuring that justice is served.
Enhanced Oversight Measures
To prevent future irregularities and ensure the authenticity of pension disbursements, the Principal Accountant General J&K office has requested the Finance Department to implement enhanced oversight measures. This includes verifying authorities and specimen signatures, as well as authentication and verification by the Principal Accountant General Office before proceeding with any payments issued up to September 22, 2023.

In this effort to address pension irregularities, the Principal Accountant General J&K office has collaborated closely with the Finance Department and Treasury Officers. The shared responsibility is to restore transparency and accountability to pension payments and disbursements in the Jammu Division.
