NIA Chargesheets Five in Rajouri Attack Case
The National Investigation Agency (NIA) has recently taken a significant step forward in the investigation of the heinous terror attack that occurred in village Dhangri, Rajouri, in January 2023. This incident, which involved a terror attack on civilians followed by an IED blast, resulted in the tragic loss of seven innocent lives, including two children, and left several others severely injured. In a recent development, the NIA has charged five individuals, unraveling the intricate web of a Lashkar-e-Taiba (LeT) conspiracy with a connection to Pakistan-based handlers.
Rajouri Attack Case:LeT Handlers’ Involvement Revealed
The charged individuals include three fugitive Pakistan-based handlers of the banned LeT outfit – Saifullah, Mohd Qasim, and Abu Qatal. These individuals were instrumental in orchestrating the recruitment and deployment of LeT militants from Pakistan to target innocent civilians, particularly from the minority community in Jammu Kashmir, as well as security personnel. The investigation points to Saifullah’s current role as a highly placed LeT commander, responsible for engineering the overall conspiracy from Pakistan, along with the other two handlers. Mohd Qasim is identified as the right-hand man of highly placed LeT commanders, while Abu Qatal, having come to India in 2002-03, was active in the Poonch-Rajouri range alongside other terrorists.

Rajouri Attack Case:Overground Workers’ Support Network Exposed
Apart from the Pakistan-based handlers, the NIA has charged Nisar Ahmed and Mushtaq Hussain, Overground workers (OGWs) of the LeT and residents of Mohra, Gursai, Tehsil Mendhar, District Poonch. These individuals were arrested during the course of the NIA investigations. It was revealed that Nisar and Mushtaq provided logistical support to the terrorists under Abu Qatal’s directions, offering food, shelter, and other forms of logistics support for approximately three months following the Dhangri attack. Their involvement extended to attempts at concealing evidence by destroying the mobile phone used for clandestine communication with the Pakistan-based LeT commanders.
Rajouri Attack Case:Conspiracy Unveiled: Arms, Ammunition, and Cash from Pakistan
The investigation brought to light that Nisar had received a consignment of arms, ammunition, and cash sent by the Pakistan-based handlers for the terrorists. The connection between Nisar and Abu Qatal was established during the latter’s stay in India, and even after Abu Qatal’s return to Pakistan, the communication persisted. The two arrested adult accused and the Pakistan-based handlers have been charged under the UA(P) Act and various sections of the IPC, while the final report against the apprehended juvenile will be submitted to the Juvenile Justice Board in Rajouri in due course. The charges, ranging from conspiracy to logistical support, provide a comprehensive picture of the network that fueled the terror attacks in Rajouri.
