Delhi Police Sets Up Committee to Analyze New Criminal Law Bills

The Delhi Police has formed a 13-member committee to delve into the implications of three recently passed criminal law bills – Bharatiya Nyaya (Second) Sanhita, Bharatiya Nagarik Suraksha (Second) Sanhita, and Bharatiya Sakshya (Second) Bill, 2023. These bills aim to supplant the antiquated IPC, CrPC, and Indian Evidence Act. Approved during the winter session of Parliament and endorsed by President Droupadi Murmu on December 25, the bills await an official notification from the Ministry of Home Affairs to take effect.

Led by IPS officer Chhaya Sharma, the committee comprises officers such as DCP Joy Trkey, Addl. DCP Uma Shankar, and others from various divisions. Their primary objective is to craft course material for Investigating Officers, enabling them to comprehend the new provisions and procedural modifications introduced by the bills.

Deotosh KS Singh, Deputy Commissioner of Police (Headquarters-II), outlined the committee’s tasks. Notably, it will also strive to enhance the skills of Investigating Officers under the new laws. To fine-tune the course material in line with judicial processes, the committee may incorporate the expertise of selected lawyers and ex-Delhi police personnel. These co-opted members will later impart training sessions to Delhi Police personnel on the practical application of BNSS, BNS, and BSA.

The committee’s ultimate goal is to ensure a smooth transition from the old CrPC, IPC, and IEA to the new BNSS, BNS, and BSA. It aims to equip staff members with a comprehensive understanding of procedural aspects and nuances in the revised sections. Additionally, the committee plans to create training material for Delhi Police officers and seeks consultation with district officials, Joint CsP of Delhi Police, and external entities like NPA, NLU, and Judicial Academy to enrich their documents with credible references and training materials.
