    Jammu and Kashmir Lt Governor Manoj Sinha disclosed on Tuesday that elections for urban local bodies (ULBs) would be scheduled after the completion of the delimitation exercise and the reservation of wards for other backward classes. This announcement came during the felicitation ceremony for the councilors of the Jammu Municipal Corporation (JMC), marking the conclusion of their five-year term.

    Decentralization Efforts Despite Delays

    Despite the delayed implementation of the 73rd and 74th amendments in Jammu and Kashmir, Governor Sinha underscored the Union territory administration’s commitment to decentralization. Since the revocation of Article 370 in August 2019, more departments and responsibilities have been transferred to elected representatives, fostering the principles of local decision-making and development.

    Empowering ULBs for Last-Mile Access

    Governor Sinha emphasized that ULBs in Jammu and Kashmir are provided with substantial financial resources to strengthen accountable self-government. This initiative aims to ensure a holistic ecosystem, enabling last-mile access to services for the residents of the region.

    He highlighted that the housing and urban development department is actively communicating with the office of the chief electoral officer (CEO) regarding the transfer of the mandate to conduct municipal electoral processes to the State Election Commission (SEC).The CEO’s office suggested that, in accordance with constitutional provisions, the election authority under the municipal acts needs to be changed from the chief electoral officer to the state election commissioner.

    This recommendation follows the recent appointment of a full-time state election commissioner.The last urban local bodies and panchayat elections in Jammu and Kashmir were conducted between October and December 2018, following a significant delay. The upcoming elections, post the delimitation exercise, aim to strengthen the democratic process in the region.
