Sweden’s decision to join NATO, a move triggered by Russia’s 2022 invasion of Ukraine, is poised to clear its final hurdle with Hungary’s upcoming vote on ratification. This decision, which marks a significant departure from Sweden’s longstanding policy of neutrality, will bring about profound changes in both Sweden’s defense strategy and the geopolitical balance in the region.

Historical Neutrality to NATO Membership

Since the end of the Napoleonic wars in the early 19th century, Sweden had adhered to a policy of official neutrality. Post-Cold War, it shifted to military non-alignment. Despite maintaining a neutral stance, Sweden developed closer ties to NATO over the years, participating in programs like the Partnership for Peace and the Euro-Atlantic Partnership Council. However, full NATO membership was historically opposed by a majority of Swedes and deemed taboo among the Social Democrats, the country’s largest political party.

The landscape changed dramatically after Russia’s invasion of Ukraine in 2022. A shift in public opinion and political consensus led to a majority vote in the Swedish parliament to apply for NATO membership in May 2022.

Sweden’s Military Capabilities and Contributions

Sweden, known for its historical emphasis on military strength to protect its neutrality, had reduced defense spending after the Cold War. However, in the aftermath of Russia’s annexation of Crimea in 2014 and the invasion of Ukraine in 2022, Sweden increased defense spending, targeting two percent of GDP “as soon as possible.” By late 2023, the government announced plans to exceed the two percent goal in 2024.

With a military force of approximately 50,000 soldiers, advanced domestically developed fighter jets, and a Baltic Sea navy, Sweden brings significant capabilities to NATO. Prime Minister Ulf Kristersson expressed readiness to contribute troops to NATO’s forces in Latvia.

Implications for Sweden’s Defense Strategy

Joining NATO necessitates a shift in Sweden’s defense strategy from a traditionally self-reliant approach to being a team player within the alliance. Defense efforts will now be aligned with NATO’s collective defense objectives, and Sweden will play a role in defending allied territory.

This move also challenges traditional perceptions of power relations, as Sweden transitions from seeing itself as a small state under potential attack to being part of a larger alliance surpassing Russia in economic and demographic aspects. The Swedish military anticipates increased strength and a decreased likelihood of conflict as part of a united force within NATO, contributing to regional stability.
