State-Pollution Control Board Scientist-B Arrested in Bribery Sting Operation
Dr. Bilquees Ara Siddiqui, Scientist-B of the State Pollution Control Board in Srinagar, has been apprehended and detained by the Anti Corruption Bureau (ACB) on charges of soliciting and accepting a bribe amounting to ₹5,000.
The ACB initiated action based on a formal complaint filed against Dr. Bilquees Ara, who was allegedly involved in demanding a bribe for expediting the issuance of a ‘Consent To Operate’ (CTO) for a bakery unit situated at the Industrial Estate in Khunmoh. According to the complainant, who had applied for the CTO in November 2023, Dr. Bilquees had deliberately delayed the processing of the application.
The complainant asserted that on the 6th of the current month, he visited Dr. Bilquees at the Pollution Control Board (PCB) office, urging her to expedite his case. Allegedly, she insisted on a bribe of ₹20,000 for the prompt issuance of the CTO. After negotiations, the agreed-upon amount was reduced to ₹5,000.
Opting not to comply with the demand for a bribe, the complainant reported the incident to the Anti Corruption Bureau, seeking legal action against the accused public servant. Subsequently, a case (FIR No. 02/2024 U/S 7 PC Act 1988) was registered with the ACB Srinagar Police Station, and an investigation was launched.
In the course of the ongoing investigation, a specialized trap team was assembled. This team successfully executed a sting operation, apprehending Dr. Bilquees Ara Siddiqui red-handed while she was in the act of demanding and accepting the bribe of ₹5,000 from the complainant. The money was promptly recovered from the accused at the scene. Dr. Bilquees Ara Siddiqui, identified as the daughter of Ghulam Nabi and a resident of Sarnal (Gulshan Abad) in Anantnag, holds the position of Scientist-B within the Pollution Control Board.
Further inquiries and investigations into the case are currently in progress.
