In a resounding call for action, Ruchira Kamboj, India’s Permanent Representative to the United Nations, pressed for urgent reforms to the UN Security Council (UNSC). During the 78th session’s informal meeting, Kamboj expressed frustration over prolonged discussions, citing a quarter-century since leaders committed to reforms at the Millennium Summit in 2000.

Kamboj warned against maintaining the status quo and proposed a more inclusive approach, suggesting that restricting the expansion of the Security Council to non-permanent members would risk increasing disparities in its composition. She emphasized the need for representativeness and equitable participation to enhance its overall legitimacy.

Flexibility on Veto Power Advocated

Addressing concerns about the veto power, Kamboj stressed that it should not hinder the reform process. She advocated for flexibility on the veto issue for constructive negotiations, proposing that new permanent members should not exercise the veto until a decision is made during a review.

“The new permanent members would, as a principal, have the same responsibilities and obligations as current permanent members. They shall not exercise the veto until a decision on the matter has been taken during a review,” Kamboj affirmed, emphasizing that the veto issue should not have a veto over the reform process.

G4 Countries Echo Call for Representation

The G4, including India, Brazil, Germany, and Japan, echoed India’s call for greater representation in the non-permanent category, emphasizing the importance of reflecting the diversity and plurality of views from the 193 member states.

Kamboj proposed identifying specific groups or countries that deserve special consideration in the reform process, urging member states to make full use of cross-regional arrangements. “It would be useful for member states to first identify and define which specific groups or countries deserve special consideration in this regard and then carefully listen to their voices,” she stated.
