Monsoon Session of Parliament Ends Near, Uncertainity Grows Over Women’s Reservation and Delimitation Bill & Foreign Contribution (Regulation) Amendment

New Delhi, August 10 [VoM News]: With only four days left of the current Monsoon Session of Parliament, several vital legislation including the Women’s Reservation and Delimitation Bill and the Foreign Contribution (Regulation) Amendment (FCRA) Bill are still hanging in the balance. None of these Bills appear on the list of discussions slated for debate in the Lok Sabha on Monday.

The Congress party and several other opposition parties have already declared that they will oppose the Bills under consideration, though some of the opposition camps have relaxed their stance on the women’s reservation and delimitation measures.

The Women’s Reservation Bill, presented in April, aims to reserve one-third of seats in Lok Sabha and state assemblies for women, effectively from 2029, along with a doubling of the Lok Sabha’s membership. The Constitutional Amendment Bill, however, could not garner the mandatory two-thirds majority at the time of its initial discussion.

The proposed FCRA Amendment Bill intends to introduce a stricter framework for receiving foreign funds within the country, especially regarding Non-Governmental Organizations (NGOs). The Congress party has reportedly dubbed the Bill as “unconstitutional and anti-people”, arguing that it would negatively impact religious minorities.

The Monsoon Session, commencing from July 20, is scheduled for culmination on August 13. While it has been marred by consistent opposition protests against the Police brutality on the NEET protesters and while the anti-paper leak Bill is one of the most vital legislation to have successfully navigated both houses, rest of the Bills are under much pressure of being passed in this session, owing to minimal time.

Leading up to the concluding week of the Parliament’s Monsoon Session, both the BJP and Congress parties have issued directives to their MPs about their presence during important discussions. The Lok Sabha’s list for Monday include Four bills. Union Home Minister Amit Shah is expected to present the Kerala (Alteration of Name) Bill, 2026 which states to change the name of the Indian State to Keralam.

He is also expected to introduce an amendment to National Co-operative Development Corporation Act, 1962, the National Co-operative Development Corporation (Amendment) Bill, 2026.

Additionally, the Law Minister, Arjun Ram Meghwal is to place the Tribunals Reforms Bill, 2026 before the parliament. The said bill includes reforms to procedures like appointment of tribunal members and conditions of their service along with National Tribunals Commission and improved functioning of tribunal system. Union Mines Minister G Kishan Reddy will introduce the Mines and Minerals (Development and Regulation) Amendment Bill, 2026 a Bill proposed to amend Mines and Minerals (Development and Regulation) Act, 1957.

In the Rajya Sabha, the Finance Minister, Nirmala Sitharaman, would present an amendment to the Bankerst’ Books Evidence Bill, 2026, an attempt to update laws pertaining to banking records, to fit in with digital banking practices and the Taxation and Other Laws (Amendment) Bill, 2026 in which amendments are proposed to the Payment and Settlement Systems Act, 2007 along with Income-tax Act, 2025 and the Finance Act, 2026.
