
MLA Mehraj Malik Raises Non-Gazetted Staff Recruitment Rules Issue With Omar Abdullah, Assures Protesting Employees
DODA, MAY 18, 2026 [VoM News]: Doda East MLA Mehraj Malik has urged Jammu and Kashmir Chief Minister Omar Abdullah to intervene in the long-pending issue regarding the framing and implementation of Service Recruitment Rules (SRRs) for non-gazetted employees working in newly established Government Medical Colleges (GMCs) across the Union Territory.
Earlier, non-gazetted employees working at Government Medical College Doda strongly protested and demanded the immediate framing and implementation of Service Recruitment Rules.
MLA Mehraj Malik interacted with the protesting employees through a video call, now accessible on social media, and assured them that he would raise the issue strongly with the concerned authorities.
Following this, Mehraj Malik also released an official communication dated May 18, 2026, addressed to the Chief Minister. In the letter, the legislator highlighted the administrative and career-related difficulties being faced by non-gazetted employees due to the absence of clear and comprehensive recruitment rules.

The letter stated that employees serving in Government Medical College Doda and other newly established medical colleges have been rendering dedicated services in the healthcare sector for several years but continue to face uncertainty regarding promotions, seniority, transfers, career progression, and other service-related benefits because the SRRs have not yet been finalised.
Mehraj Malik said the delay has created serious concern among employees, forcing them to initiate peaceful demonstrations in support of their demands.
Seeking urgent intervention, the MLA requested the Chief Minister to direct the concerned department to expedite the framing and implementation of comprehensive Service Recruitment Rules for all non-gazetted staff working in the new Government Medical Colleges of Jammu and Kashmir.
