Medical Superintendent Suspended for Unauthorized Absence in Kishtwar
The government has suspended the Medical Superintendent of District Hospital Kishtwar, Dr. Yudvir Singh Kotwal, for unauthorized absence. The suspension follows the Deputy Commissioner’s field visit to the hospital, revealing the absence of Dr. Kotwal from legitimate duties. An enquiry has been initiated by the ADC Kishtwar into the matter, in accordance with Rule 31 of Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956.
Temporary Charge and Enquiry Initiated
During the period of suspension, Dr. Kotwal will remain attached to the Chief Medical office Kishtwar. The duties of the Medical Superintendent will be temporarily handled by the BMO Kishtwar. ADC Kishtwar is tasked with conducting a discreet enquiry into the matter and submitting a detailed report with recommendations for further action within seven days.
Controversy Surrounding Casual Leave
After the suspension order was issued, Dr. Kotwal managed to secure a five-day casual leave from January 15-19. However, this move raised eyebrows, leading to intervention by higher authorities. The Chief Secretary and Secretary Health and Medical Education intervened in the matter, resulting in the rescindment of the casual leave order by DHSJ (Director Health Services Jammu) with immediate effect.
