
Ladakh Admin Invites Public Comments on Draft Amendment to Ladakh Accounts Subordinate Service Recruitment Rules 2021
The Administration of the Union Territory of Ladakh, through its Finance Department of Ladakh, has invited comments and objections from stakeholders on a proposed amendment to the Ladakh Accounts (Subordinate) Service Recruitment Rules, 2021.
According to an official memorandum issued from the UT Secretariat in Leh, the proposed amendment relates to Schedule-II (C) of the recruitment rules governing the method of recruitment for the post of Government Cashier (Level-4).
The Finance Department has proposed revising the current recruitment method, which presently provides for 100 percent direct recruitment. Under the draft amendment, 50 percent of the posts will be filled through direct recruitment, while the remaining 50 percent will be filled through promotion from eligible orderlies who meet the prescribed criteria.
As per the draft rules, candidates applying through direct recruitment must be graduates from a recognised university with at least a 200-hour or six-month certificate course in computer applications from a government-recognised institute. Applicants will also be required to qualify a typing test with a minimum speed of 35 words per minute on a computer keyboard.
For promotion, matriculate orderlies with a minimum of three years of service will be eligible, provided they pass a typing test with a speed of at least 30 words per minute.
Officials said the draft amendment has been placed in the public domain following the decision of the Empowered Committee in its 36th meeting. Stakeholders have been invited to submit their comments or objections within 30 days from the date of issuance of the memorandum.

The comments can be submitted via email to the Directorate of Accounts and Treasuries or by post to the office of the Accounts Officer in the department.
The notification states that the amendment will be incorporated into the Union Territory of Ladakh Accounts (Subordinate) Service Recruitment (Amendment) Rules, 2026, after reviewing the feedback received from stakeholders.
