
Joint Parliamentary Panel Formed to Examine FCRA Amendment Bill; Sanjay Jaiswal Named Chairperson
New Delhi, Sep 3 [VoM News]: Good news is in sight for those concerned about the recent Foreign Contribution (Regulation) Amendment Bill, 2026. A 31-member joint parliamentary panel has officially been formed to thoroughly review the bill. Stepping up to lead this important group is BJP MP Sanjay Jaiswal.
This isn’t a small group either. Lok Sabha Speaker Om Birla put together this panel with 21 members from the Lok Sabha and 10 from the Rajya Sabha. They’ve been given a mandate to present their findings to the Lok Sabha by the end of the first week of the upcoming Winter Session.
Looking at the makeup of this committee, we see a healthy cross-party representation. Members from the BJP, Congress, JD(U), TMC, DMK, SP, IUML, Shiv Sena, NCP (SP), NCP, and TDP will all be part of this panel, aiming to offer diverse perspectives.
So, why the joint committee in the first place?
Opposition parties raised serious flags over some aspects of the bill when it was first introduced.
Their main concern?
The provisions might hit minority groups and NGOs unfairly hard.
On March 25th, the bill was sent to the joint committee. The government has, however, vehemently denied these claims, emphasizing that the bill is not religion-specific and urging critics to point out any actual discriminatory clauses.
This isn’t the first time the Foreign Contribution (Regulation) Act (FCRA) has been in the spotlight. As you may know, this bill, introduced back in January, seeks to strengthen the regulation of foreign funding for organizations in India.
One particularly noteworthy element? It aims to establish a designated authority to handle and manage the assets of any organization that loses its FCRA registration.
Opposition voices worried that these changes could impede legitimate foreign funding that goes towards organizations working within India, like Christian NGOs, as well as educational and social welfare groups run by minority communities.
In fact, several Chief Ministers from northeastern states also voiced their concerns, calling for more in-depth analysis of the bill. Both Nagaland CM Neiphiu Rio and Mizoram CM Lalduhoma appealed to the central government to send the bill to a joint committee, while Meghalaya CM Conrad K. Sangma shared similar concerns about certain provisions.
Now, it falls upon this parliamentary panel to diligently review the bill, listen to the views of stakeholders on proposed changes, and ultimately present its reasoned recommendations to the Lok Sabha. It will be interesting to see what emerges from this process.
