    Under the leadership of Lieutenant Governor Manoj Sinha, the Administrative Council (AC) convened to approve the overhaul of the Information and Communication Technology (ICT) Setup and Video Conferencing Project for the High Court of Jammu and Kashmir. The estimated cost for this revamping initiative is Rs. 61.78 Crores.

    The execution of the project will be carried out in accordance with the recommendations of the Technical Appraisal Committee (TAC) and with the preliminary agreement of the High Court. Additionally, the High Court may explore the possibility of reimbursement through the e-Court Mission Mode Project-II, following the prescribed procedure.

    The necessity for this project arises from the notable shift in recent times towards virtual proceedings in the legal domain, replacing the traditional requirement for physical presence. The ongoing digital transformation is playing a crucial role in enhancing the efficiency of the justice system, with an expectation that virtual collaboration will become a permanent fixture.

    The project encompasses a range of interventions such as Hybrid Courtrooms, Connected Courts, Next Generation Network, Connectivity, Audio Setup, and more, amalgamating both in-person and online elements of court communications. The primary objective is to expedite the delivery of justice to litigants in the Union Territory, emphasizing cost-effectiveness.

    The meeting, attended by key figures including Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor; Atal Dulloo, Chief Secretary; and Mandeep Kumar Bhandari, Principal Secretary to the Lieutenant Governor, reflected the collective commitment to advancing the legal infrastructure and adapting to the evolving dynamics of judicial proceedings.
